The new Child and Family Support Administration: what has changed?

The Organization Act draws a new map of central-government responsibility. Its commencement, organisational handover, and whether children at risk are reached in time remain separate questions.

Complete: enactmentThe President promulgated the six-article Organization Act on 30 September 2026.
Pending: an Executive Yuan orderArticle 6 leaves the commencement date to the Executive Yuan; as of 20 October, the legal database records it as undetermined.
Not evidenced: changed frontline rulesThis does not establish that reporting, visits, placement, or case decisions have already been reformed.

What is in the Administration’s statutory remit?

Article 2 covers child and youth welfare and rights; child protection, placement, independent-living support and care; family support; fertility and childcare; the Convention on the Rights of the Child; play and recreation; cross-agency coordination for behavioural guidance; health, medical care, early intervention, facility oversight, online safety and personal-data protection. These are central-government duties of planning, implementation, coordination, oversight, guidance and legislative development.

How does this relate to reporting, visits and placement now?

Putting child protection, placement, independent-living support and care under one administration may concentrate policy integration, coordination and facility oversight. But the Organization Act does not itself rewrite intake, triage, investigation, visit frequency, placement decisions or local-government procedures. Those remain governed by the existing child-protection statutes, administrative rules and case mechanisms unless a separate amendment has been promulgated and commenced.

Accountability—not a new name—is the test

Questions the public can keep asking:
  • When a cross-agency report enters the system, who receives it, when, and how is information loss prevented?
  • How is visit quality audited, and can records be matched to actual contact?
  • Who oversees safety, health and education during placement and at transition?
  • Which de-identified timelines, statistics, improvement actions and accountability outcomes will be published?
  • After failure, is there a clear chain for central and local agencies to respond and correct?

These are advocacy and public-accountability questions, not new legal requirements already imposed by this Act. A real change will need to be demonstrated through a commencement order, staffing and organisation, cooperation, transparent data and verifiable outcomes.

Scope and sources

This article relies on the National Laws and Regulations Database’s text and promulgation record. Public Executive Yuan material also describes the Administration as planned. No Executive Yuan commencement order setting a date was found as of 20 October 2026; the article therefore does not assume that the Administration is operating.
