DAILY CHILD PROTECTION BRIEF · 2026.10.08

Protection cannot stop at a meeting: who confirms the safe handoff?

Every referral, placement, school return and closure needs evidence that a child has been safely received.

Today’s conclusion|Do not manufacture a new case

Today’s check found no newly confirmed major child-abuse case in primary court, police/prosecutor, or local-government sources. The report therefore examines a verifiable question: after courts, welfare, schools, police and health agencies agree to cooperate, who confirms that a young person is safely received at each handoff?

Confirmed|Taichung published six cooperation commitments

Evidence level A|Taichung District Court. At a 29 September 2026 liaison meeting, the court and city government published commitments on child sexual-exploitation referral and prevention, two-way communication for placement assessment, institutional incident handoffs, contact and school-return support, education transitions, and school discipline/restoration.

The release says accepted child sexual-exploitation cases show a downward trend, but does not give the period, denominator, or outcomes. A lower intake cannot by itself prove lower risk or completed protection.

Three handoffs that cannot fail

Placement

Who records assessment, review and changes to a safety plan?

Education

Who prepares learning and family support before a young person returns?

Closure

Can the system show that a referral was received, accepted and reviewed?

Practice signal|Individualisation needs evidence

Evidence level A|Judicial Yuan.New Taipei Court training described plans that include risk and needs, individualised intervention, family and school participation, resource integration and periodic review, with a structured AEC assessment tool mentioned. This is practice guidance, not proof of nationwide adoption or effectiveness.

Recent Pingtung and Kinmen liaison work also called for documented service plans, implementation status, next steps and resource transition when continued guidance needs court consideration.

International prompt|Does every report get a response?

Evidence level A|UNICEF.Zambia’s 7 October 2026 Child Justice Week called for a joined pathway from reporting through referral, feedback, follow-up and responsible closure. It is not Taiwan policy, but it is a useful question for Taiwan’s 113, online reporting, iWIN and local protection centres.

Evidence boundary

This brief does not infer individual safety from a meeting, a tool or a single volume metric. Protection should be assessed with de-identified evidence about timeliness, handoffs, completed service, re-reporting and outcomes.
