Why does accountability begin only after children grow up?

This article uses official Massachusetts material on investigations of three Catholic dioceses. It reports more than 270 clergy members connected to nearly 1,000 child victims, and examines institutional response, disclosure and protection as well as direct abuse.

Facts and limits

The Massachusetts reports concern Fall River, Springfield and Worcester. Much conduct occurred decades ago, so criminal action faces limits from limitation periods and historical law. These overseas findings do not establish the same facts in any Taiwan institution or case. Taiwan responsibility must rely on formal court, prosecutorial, police and competent-authority records.

Questions for safeguarding

Warning signs, delayed visits, referrals and escalation should leave traceable records. High-risk cases need supervisory or cross-network review; children need a way to speak without a primary caregiver’s influence. Review after serious harm must examine conduct, institutional decisions and system gaps without declaring guilt before evidence.

Independent inquiry can restore truth, but cannot replace timely rescue. Protection must happen while a child can still be reached.

Help and sources

In Taiwan, call 110, 119, or 113 Protection Hotline for immediate danger. Do not publish information that could identify a child.

International material relies primarily on official first-party sources; Taiwan case facts and legal responsibility rely on formal proceedings.
