A safety net must show outcomes,
not just measures

An evidence-layered review of Kaohsiung measures, Tainan staffing, a campaign proposal and UNICEF research.

Bottom line: publish the time from refused access to in-person safety confirmation, escalation after medical advice, supervisory reversals, and children’s safety outcomes.

Kaohsiung safety-net measures

Media reports attribute online injury consultation, an under-six checklist, supervisory review and police-assisted visits to the city. These are policy statements; primary directives, volumes, response times and missed-case rates remain unverified.

Campaign proposal

Staffing, allowances and counselling are campaign proposals, not enacted budgets or administrative rules. Candidate-supplied figures require checks against official statistics.

Tainan child-protection staffing and response capacity

Date and stage: A 8 September 2026 media report relayed a local-government policy statement. It attributed to Tainan Social Affairs Bureau an 88.1% staffing rate for the strengthened social safety-net workforce as of 21 July, above the reported national average of 82.8%.

Unverified: The underlying central and city tables, approved-post denominator, job categories and calculation date have not been obtained. The staffing rate alone cannot establish adequate frontline capacity or safer outcomes for children.

Advocacy test: Publish approved and filled posts, staff actually carrying protection cases, effective caseloads, vacancy duration, turnover, experience mix, supervision ratios, and elapsed time from report to seeing the child, completing risk assessment and taking protective action.

UNICEF study

A 21-country estimate covers about 20 million child internet users experiencing online sexual exploitation or abuse in one year; nearly 60% involved social platforms and fewer than 1% formally reported. It cannot be extrapolated directly to Taiwan or the world.
